Hey I'm 17 too and I have just started figure skating this year! So of course you can start at 17! Be young at heart! Do you mean there is no ice rink near your town for you to skate? Well, there's also only 1 miserable ice rink in my country and it's 1 and 1/2 hours train ride from my home! Yeah, but they are building one more soon next year. But if you are really interested, distance won't deter you too much. Try going there and training for longer hours. I don't do gymnastics but it can make you more flexible on ice and helps you do magnificent spirals like Sasha Cohen! But it takes time so if you have just started gymnas, you might not be able to see the results yet.

Sure, you can start figure skating at any time. I am also 17 and a figure skater myself and I help to couch some of the lower level skating and there are some people learning to figure skate that are in their 60s! so you should be more than able to start now.

good luck!

Yes you can start skating at 17 because there are people on the ice in there 60s. Gymnastics is going to help very much. Ever heard or Sasha Cohen, she did gymnastics before she came a skater, that is how she is very flexible, and you need to be flexible. Good luck!
